Development Plan

This section describes the six strategic topics of the university development plan addressed from three approaches: participation, inclusion, and territory.

Development Plan 2017-2027

As part of its statutory duty of planning, Universidad de Antioquia prepared an agenda to define the commitments and initiatives to be developed between 2017 and 2027.

This plan was built through an unprecedented act in which 1,588 university students took part in 226 activities to consolidate the proposals that address the general challenges of the university concerning the academic excellence, the innovation at the service of the community, the transformation of territories, the strengthening of the university democracy, the construction of peace and inclusion, and the care for the environment and biodiversity.

This document records Universidad de Antioquia Development Plan 2017-2027—approved by Board of Trustees Ordinance 144 of 2017—and describes the approaches, methodology, vision, mission, institutional objectives, and strategic topics with its corresponding goals and guidelines.

Strategic topic 1

Comprehensive education for citizens from the territories and in connection with the world, combining and developing the core purposes.
An innovative, research, and humanist university connected with the world and committed to its improvement and to transform the community.
Strategic goal 1: To incorporate research and outreach into teaching, in order to build academic excellence comprehensively.
Strategic goal 2: To strengthen all art and culture expressions, which allow the university to position itself as a humanist and cultural model for university-community interaction.
Strategic goal 3: To strengthen the university patrimony in the territories, in favor of the scientific and cultural development of the community.
Strategic goal 4: To promote progress and diversity in the generation, application, and dissemination of knowledge.
Strategic goal 5: To foster innovation oriented to the understanding and solution of problems, as well as strengthening of competencies oriented to the transformation of the university and the territories.

Strategic topic 2

Life cycles of the university community.
Life plans and balance between types of knowledge.
Strategic goal 1: To provide comprehensive education to students as the university’s contribution to the community.
Strategic goal 2: To strengthen the comprehensive training of the academic staff in order to consolidate the university community.
Strategic goal 3: To strengthen the comprehensive training of the administrative staff in order to consolidate the university community.
Strategic goal 4:
To nurture the university relationship with alumni, retirees, and pensioners.

Strategic topic 3

Democracy, university governance, and life in community.
An open-to-the-community, transparent, and democratic university.
Strategic goal 1: To implement civic education processes in order to build a democratic, political culture that guides the reflection and actions of the university community members.
Strategic goal 2: To foster democracy in the governance structure and the participation mechanisms, that enables the university members to strengthen their decision-making processes.
Strategic goal 3: To ensure the control over the actions of the governance bodies and the university authorities to guarantee the transparency of their management.
Strategic goal 4: To strengthen campuses as appropriate public spaces for the university members and the community, ensuring community living between those who inhabit them and those who visit them, and making sure they are used for the university core purposes.

Strategic topic 4

Administrative and financial management.
A transforming, integrated management.
Strategic goal 1: To develop competencies for institutional anticipation, orientation, and evaluation, which allow the university to make strategic decisions concerning its presence in and relationship with the environment.
Strategic goal 2: To develop competencies to learn and innovate, which allow the university to improve and transform its processes and practices.
Strategic goal 3: To consolidate the decentralization of structures, processes, and resources, which allows the university to adapt and sustain internal operation, as well as to improve the projection and autonomy in the territories where it is present.
Strategic goal 4: To have a comprehensive system of communications that favors the relationship of the university with the students, the staff and the community, communicating the academic, scientific, social, and cultural activities of the university.
Strategic goal 5: To have integrated information technologies to address and support academic and administrative processes efficiently.
Strategic goal 6: To improve the physical infrastructure of the university to respond to the academic and administrative needs, the particular conditions of students and staff, and the social and environmental responsibility policies.
Strategic goal 7: To improve the financial management and the administration of the financial resources allocated to invest in the university and make it sustainable, within the actions of a public university.

Strategic topic 5

Commitment of the university to peace-building, equity, inclusion, and interculturalism.
An intercultural, inclusive, and equitable university that builds peace comprehensively in the territories.
Strategic goal 1: To contribute to the solution of problems related to the peace agreements in the territories, through academic proposals and ancestral knowledge at the service of education for peace.
Strategic goal 2: To support the different populations in their interculturalism, inclusion, equity, and peace-building processes as part of the university engagement with the students, the staff, and the community.
Strategic goal 3: To qualify the university mission by making the learning and teaching activities, the curriculum, and the construction of knowledge open to other epistemologies and types of knowledge that are part of the university diversity.
Strategic goal 4: To encourage the full recognition of rights in such a way that diversities and decent life are guaranteed and that discrimination in the university disappear.

Strategic topic 6

Contributions of the university to environmental and biodiversity management.
A biodiverse and environmentally responsible university.
Strategic goal 1: To consolidate a university culture and a university ethics based on respect for the environment and biodiversity considering the Sustainable Development Goals.
Strategic goal 2: To participate actively in the formulation and evaluation of environmental and environmental-responsibility public policies with different stakeholders.
Strategic goal 3: To promote the dissemination of knowledge and the intercultural interaction about environment and biodiversity with the different stakeholders in the territory.
